Allocation news moves through water district communications first, so get on those lists directly rather than waiting for anything to be written up. Also introduce yourself to the county ag commissioner’s office before you need something from them. Honest note: infrastructure work timelines out there slip constantly, so build harvest access assumptions on the conservative side.
